Finance minister Enoch Godongwana declared the Tyalibongo Trust where he and his family are beneficiaries. He also declared ownership of 100% shares in Zabezolo Resources, a mining entity which owns 7% of Siyanda Bakgatla Mine.
According to its website, Siyanda Bakgatla Mine is a non-listed black-owned emerging platinum group metals mining and processing business in Limpopo and the North West. Its head office is in Johannesburg.
Godongwana declared a public pension from the Government Employees Pension Fund as well as three residential properties — a 1,191m2 free-standing house in Sterling, Eastern Cape; a 1,950m2 property in a secured estate in Meyersdal, Alberton; and a free-standing house in Cala village in the Eastern Cape.
He also declared a fruit platter ceramic bowl costing R1,000, a gift from Nedbank; a crystal whisky set with a bottle and glasses worth around R1,500 from Investec Bank; as well as a coffee mug and book, both valued at around R1,500, from former public protector Thuli Madonsela.
Deputy finance minister David Masondo declared several directorships, including chairmanship of the Public Investment Corporation; duties of political education at the OR Tambo School of Leadership [the ANC’s political school]; a social research role at the Chris Hani Institute; and charity work for the Topisa Trust. He also declared six bottles of wine worth R2,120, a gift from the Transformation Action Forum.
Second deputy finance minister Ashor Sarupen declared three retirement funds, ranging from R33,800 to more than $80,000 in value, held with Old Mutual, Liberty Life and Sanlam; and 100 shares in a dormant company, named Heliosphere, worth R100. He also declared an 83m2 apartment in Germiston, and a trip to Chicago in the US in August to attend the Democratic National Convention — paid for by the DA.
Electricity minister Kgosientsho Ramokgopa declared directorship of an entity named Kgosi Nkwe; five residential properties in Pretoria; an open land property in Atteridgeville, west of Tshwane; and a pension fund held with Alexforbes.
His deputy Samantha Graham-Maré declared directorship in the NGO Owl House Foundation and four others either in the deregistration process or already deregistered. She declared a 625m2 house in Graaff-Reinet; a 10,000m2 house in Aberdeen, Eastern Cape; and her status as trustee in Big Flag Trust. She also declared three work trips sponsored by her department.
While trade, industry & competition Minister Parks Tau had nothing to disclose, his deputy Zuko Godlimpi declared he was a partner in Isekelo Investment Group. He also declared a travel mug of undisclosed value received at the Brics Summit in Kazan, Russia, in October; a private pension with the Political Bearers Pension Fund; and a 183m2 apartment in Marshalltown, Johannesburg.
Another deputy trade, industry & competition minister, Andrew Whitfield, declared investments, a retirement annuity, offshore investments and tax-free savings accounts with Wealthport and Ninety One ranging from R74,942 to $83,099 in nominal value. He is also a beneficiary of the Albert Whitfield Family Trust. He declared a 1,621m2 home in Walmer, Eastern Cape, and a R7,000 golf day gift bag from the SDC Championship Pro-Am Golf Day.
Mineral & petroleum resources minister Gwede Mantashe declared a 300m2 property in Cala, Eastern Cape, and 300m2 residential property in Boksburg, Gauteng. He declared a private pension fund of undisclosed value from the National Union of Mineworkers, and another from the ANC. He declared no gifts, hospitality or travel perks for 2024.
Deputy mineral & petroleum resources minister Judith Tshabalala declared consulting services to the South African National Civic Organisation.
Albert van Zyl of North-West University said annual declarations by parliamentarians help sustain a high standard of transparency in the government, while some democracies also expect politicians to make declarations on vacating public office.
