Setting the bar low? Let's drink to that

Umzinyathi District Municipality is some badly run backwater in KwaZulu-Natal that we wouldn’t necessarily bore our readers with.

But we almost fell off our chairs when a poster landed in our inboxes showing the municipality and its mayor Petros Ngubane, decked in his mayoral chains, celebrating the achievement of a qualified audit.

It got us thinking ... could Ngubane and co be so ignorant of accounting principles that they thought a qualified audit was actually a good one? Not quite. A quick glance at this municipality’s audit history reveals a litany of disclaimers and adverse opinions so this was a step up for Ngubane and his fellow mamparas.
